Health financing, insurance costing and HTA support in Tanzania

Tanzania's Universal Health Insurance Act sets out mandatory health insurance with an Equity Fund for the poorest. Implementing it needs costed benefit packages, sustainable financing and evidence on what to cover. We support government, insurers, partners and researchers from our East African base.

The health economics context

  • Universal health insurance and an Equity Fund

    WHO described the Universal Health Insurance Act, 2023 as a landmark commitment to expand financial protection, with an Equity Fund designed to cover insurance contributions for the poorest and most vulnerable. WHO support includes technical assistance on the insurance benefit package and fiscal space analysis.

  • A financing gap to close

    A parliamentary committee reported an annual financing gap of Sh489.5 billion for full implementation of universal health insurance — the kind of gap that costing and financing analysis must address.
