The health economics context

  • HTA is emerging, and local capacity is the constraint

    A 2023 analysis describes health technology assessment in Ethiopia as being in an early, emerging phase, led by the Ministry of Health with the Ethiopian Public Health Institute. It reported that only 34 full health economic evaluations had been published for Ethiopia by May 2021 and pointed to a shortage of local capacity to produce and interpret them.

  • A national HTA roadmap

    The Ethiopian Public Health Institute and the International Decision Support Initiative carried out an HTA situational analysis in 2021–22 that informed Ethiopia's first HTA roadmap, alongside an HTA of COVID-19 vaccines.

  • Community-based health insurance is being redesigned

    In January 2023 the government piloted sliding-scale community-based health insurance premiums in 13 districts, with annual premiums from ETB 720 to ETB 1,930 depending on household income and full subsidy for the poorest households — the kind of reform that needs premium, equity and sustainability analysis.

Yes. We work with enrolment, claims, facility cost, household survey and routine health information data, and document every source and assumption. Data are handled under written confidentiality terms and in line with Ethiopia's personal data protection law.

Actuarial, benefit-costing and costing studies typically take 6–12 weeks, depending on the data available and whether primary data collection is needed. We confirm the timeline in a written proposal after a first call.
