Service package

Benefit Package Costing Sprint

A time-bound costing of a health insurance or UHC benefit package, showing what the promised services will cost, what drives the cost and what contribution or subsidy is needed.

Request a proposalPricing on request · Typically 6–8 weeks for a defined package with existing claims or facility data

When you need this

A benefit package is being designed, revised or expanded, and the scheme needs to know whether the promise is affordable — before contribution rates, tariffs or budgets are set.

What is included

  • Define the package precisely with you — services, levels of care, exclusions and co-payments
  • Estimate the covered population by membership category
  • Estimate utilisation for each service from claims, facility or survey data, with the source stated
  • Apply unit costs or tariffs by service and level of care
  • Project the cost of the package over three to five years, including administration
  • Run scenarios for adding or removing services, changes in uptake and price changes

What you receive

  • Benefit package costing model (Excel or R), documented so your team can update it
  • Technical report with methods, parameter table and sources, results and scenarios
  • Policy brief for the board, ministry or steering committee

How it works

  1. 01

    Package definition

We agree the package, the population and the questions the costing must answer, and confirm the data available.

  2. 02

    Data and assumptions

We assemble population, utilisation and cost data, and agree the assumptions with your team in writing.

  3. 03

    Model and scenarios

We build and quality-check the model, then run the scenarios you need for the decision.

  4. 04

    Presentation and handover

We present results to decision-makers and train your team to update the model.

Every engagement follows our methods and standards, including independent quality control.

Frequently asked questions

What is the difference between benefit package costing and an actuarial study?

Benefit package costing estimates what the covered services cost. An actuarial study goes further, projecting revenue, membership and reserves to test the scheme's long-term financial sustainability. The sprint can be extended into a full actuarial study.

Can you work without claims data?

Yes. New schemes have no claims history, so we use facility records, household surveys and comparable schemes, state each source, and test the uncertain inputs in scenarios.

How much does it cost?

Pricing is on request, based on the size of the package and the data available. We send a written proposal setting out the scope, timeline and price after a short call.

Not sure which package fits?

Tell us about the decision you need to support and we will suggest the right scope.
