SDG indicator 3.8.2 on financial hardship redefined
Indicator 3.8.2 now measures the share of the population with out-of-pocket health spending above 40% of household discretionary budget (consumption or income minus the societal poverty line). The revised definition was approved by the UN Statistical Commission in March 2026.

Community-based health insurance contributions updated
The Rwanda Social Security Board reported that treatment costs for community-based health insurance members doubled over a decade, from RWF 39 billion to RWF 98 billion a year, while contributions covered about a third of treatment costs. New contribution rates were introduced.

Proposed US global health budget 16% lower
Think Global Health reported that the proposed US budget for global health in 2026 was US$9.4 billion, 16% lower than the previous year, with countries struggling to move away from donor-dependent models.

WHO support for universal health insurance implementation
WHO described the Universal Health Insurance Act, 2023 as a landmark commitment, with an Equity Fund to cover contributions for the poorest. WHO support includes the insurance benefit package and fiscal space analysis.

National Health Compact 2025–2030 adopted
The Compact reports health insurance coverage of about 1.1% of the household population, notes that a draft National Health Insurance Scheme bill from 2023 still awaits approval, and commits to fast-tracking a mandatory scheme and a ten-year financing strategy.

Africa CDC health financing agenda
Africa CDC's agenda includes updating national health financing plans in 30 countries, piloting new revenue mechanisms and launching transparency dashboards.

Countries mobilise domestic funds for HIV programmes
UNAIDS reported that Kenya and Rwanda were among countries mobilising domestic resources to maintain priority HIV programmes previously funded by the United States.

Health financing workforce gaps in nine countries
A Clinton Health Access Initiative assessment of nine African countries, including Ethiopia and Rwanda, found significant gaps in the health financing workforce and recommended partnerships with academia and in-service training.

Benefits Package and Tariffs Advisory Panel established
The Ministry of Health announced a panel to recommend health benefits packages, advise on tariffs and monitor impact, stating that it would carry out health technology assessments to prioritise cost-effective interventions.

Social Health Insurance Fund begins operating
The Social Health Authority replaced the National Hospital Insurance Fund, with the Social Health Insurance Fund operating from 1 October 2024.

National Health Insurance Act signed into law
South Africa's National Health Insurance Act (Act 20 of 2023) was signed into law in May 2024.

Sliding-scale premiums piloted in community-based health insurance
A sliding-scale premium pilot began in January 2023 in 13 districts, with annual premiums from ETB 720 to ETB 1,930 by income group.

National Health Insurance Authority Act signed
The Act makes health insurance mandatory for all legal residents; WHO reported that it expands coverage to over 83 million poor and vulnerable people.

Strategic plan for HTA finalised
Ghana's Ministry of Health finalised a strategic plan for HTA, following the inauguration of an HTA Steering Committee, Technical Working Group and Secretariat in 2019.
